Residential tower planned for Congress Avenue runs into concerns about historic building preservation

Plans to raise a new residential tower on Austin’s iconic Congress Avenue are taking shape, but a proposal to reuse several historic storefronts faces apprehension among members of the city's Historic Landmark Commission.
