Kansas City's Land Clearance for Redevelopment Authority in 2007 signed a development deal for 368 residential units and 19,200 commercial square feet in the Columbus Park neighborhood. Only a portion of that vision has been built since then, and some in the community hope a coming RFP will prompt agency officials to revisit the terms.
